This two-part webinar series is designed specifically for economic development practitioners seeking to strengthen their understanding of Michigan’s brownfield framework under Public Act 381. Participants will gain clarity on the value of a Brownfield Redevelopment Authority (BRA), how tax increment financing (TIF) tools function across state agencies, what makes a Brownfield Plan viable, and how to successfully navigate Work Plan approvals and long-term compliance. The sessions are structured to provide high-level guidance with practical insight drawn from real-world municipal implementation experience.

Brownfield Authorities & TIF Strategy: Building the Framework

Understand the strategic value of a Brownfield Redevelopment Authority and how Michigan’s brownfield financing tools function in practice. This session establishes the foundation for brownfield redevelopment in Michigan. 

We begin by examining why Brownfield Redevelopment Authorities matter, not just as statutory entities, but a lasting foundation in the economic development toolkit.

Participants will gain a working understanding of the various TIF tools available through MEDC, EGLE, and MSHDA, how they differ, and how practitioners can think strategically about when each is appropriate. 

The session emphasizes practical application and decision-making considerations.

Participants will leave with a conceptual understanding of how brownfield TIF tools function and how to strategically deploy them within a community’s broader economic development framework.
